I assume that the "Image Guardian" would block downloaded games from "Steam". Is this a correct assumption? I downloaded one from "Origin" with no problem, I think due to the fact that I have an "Origin" folder. I tried to download a new map from "Steam" yesterday without success. Please give me guidance on this topic. Thanks.

If you had MIG enabled on the drive where you were downloading/copying those files and the files were using an extension that Reflect uses (mrimg, mrbak, mrex, mrsq), then I suppose it might.  But other than that, no it shouldn't.  The easy way to test of course would be to disable MIG on the drive you're trying to use with Steam.

One must turn off IMG for most game downloads and downloads in general. If the download fails, one must disable the IMG on primary drive and target drive.

When you say "downloads in general", I assume you're still referring to Steam downloads, correct?  Regular downloads through a Web browser, for example, should absolutely not be affected by MIG.  In terms of the primary drive and target drive, I assume you mean C for primary drive and whatever drive you actually want to store these downloads on for target drive?  If so, I would guess that these downloads are going to a temp location on C before being written to the desired target.  Fyi though, you don't need MIG enabled on your C drive at all if you don't store any Reflect backups there.

One more note that might be helpful in diagnosing this issue: Go to Other Tasks > Macrium Image Guardian Settings, then click the Events tab.  Change the dropdown from "In the last hour" to "Today" or farther back as appropriate, and see if you see any warnings/errors about this.  If so, click Save to File, then review it to remove any personally identifiable information if you want, and then attach that TXT file to a post here (click the Insert button under the text box > Add File).  That would help identify why MIG is interfering with Steam -- although strangely, quick Googling doesn't seem to indicate that Steam uses any of the same file extensions that Reflect does....​​

I attempted to download an up date for "Uplay" and it failed until I turned off IMG on both the MSOS Drive and the target drive.. Then it updated. Very strange.  Were any useful error messages shown in Steam or UPlay?  But if disabling MIG fixes these issues and nothing is showing up in Events, this might be worth opening a ticket for: http://helpdesk.macrium.com/

Uplay told me to check with "Firefox". Uplay patch went through "C" drive "User/Downloads" then installed in "D" drive were I keep all games. I turned IMG off on both drives to get the Patch installed. Now yesterda, I downloaded music from Amazon with no problem. The musci can in as a Zip File. I got no error from the map that I was trying to download. Wait on Steam there may or may not require me to turn of IMG. Next game I down load will reveal the situation. Thanks. At least I am aware of the IMG solution.
