Is it possible if the Rescue Builder can be updated so that when selecting USB Hard Disk it should create an 1GB EFI  System Partition when used on GPT drives?

Rescue Drives work in WinPe/Re Mode. 

There is no need to create an EFI partition - fat32 partitions work fine whether a UEFI or Legacy Bios pc.

You just create a 1 GB Fat32 partition, mount a Rescue iso as a drive and copy all files to fat32 partition.

Then you select to boot from usb hard disk from bios.
