Ok, so it’s definitely not an issue of using a Windows kernel with outdated drivers. I know there are differences between laptops in terms of the data bus that the built-in keyboard and touchpad use. Many laptops even recently still use legacy PS/2, some use USB, and I believe some use a bus called Serial IO, or I2C. That last one might require additional drivers, but I’m not 100% sure, and even if it did, I don’t know if the Rescue environment would be set up to incorporate those drivers or even load them if they were manually supplied. Technically you could inject them directly into the driver store of the WinPE/RE environment, but that requires jumping through some hoops, and I’ve never actually attempted that with a Serial IO/I2C driver.
